Institutions for Climate Adaptation: An Inventory of Institutions in the Netherlands that are Relevant for Climate Change

One of the goals of project IC12, a research project of the Climate changes Spatial Planning programme, is to assess if the formal institutions operating in the Netherlands are improving or hampering adaptive capacity. In order to answer the research question, the most important documents referring to those institutions need to be evaluated. This document presents an initial inventory of these adaptation institutions – i.e. policy plans, laws and directives, reports and other documents that seemed relevant to the question at hand

Institutional governance barriers for the development and implementation of climate adaptation strategies

Abstract In this paper we summarise the main social barriers to adaptation presented in climate literature – the inherent uncertainty of climate change, fragmentation, institutional voids, short term horizon of politicians and policies, and the motives and willingness to start adapting. We have linked these topics to theories in public administration to explore if there is interesting overlap that could be beneficial for our understanding of institutional governance barriers for developing and implementing adaptation strategies. We conclude that there are strong interdependencies between what has been signalled in adaptation literature as barriers to adaptation and what has been theorised in public administration literature. However, barriers in the development of adaptation have been hardly discussed in climate adaptation literature. Therefore we argue that in order to understand factors that stagnate the development and implementation of adaptation policy strategies, existing theories of public administration could prove very valuable. Zuinig omgaan met het Wad : Casus natuur in het Waddengebied van het Klimaat voor Ruimte project IC12‘Adaptieve capaciteit en instituties’

Dit werkdocument analyseert de adaptieve capaciteit in het Waddengebied om de natuurwaarden te beschermen en ontwikkelen bij klimaatverandering. De verwachting is dat de Waddenzee zou kunnen‘verdrinken’ door een stijgende zeespiegel en dat de soortensamenstelling zou kunnen verschuiven door een hogere watertemperatuur. Uit de toepassing van het adaptatiewiel met zes dimensies en 22 criteria komt naar voren dat de instituties maar beperkte mogelijkheden bieden voor tijdige aanpassing aan klimaatverandering. Er is wel voldoende leervermogen aanwezig in het Waddengebied maar op alle andere dimensies zijn problemen gesignaleerd. Vooral leiderschap en hulpbronnen moeten verbeterd worden

Institutions for adaptation: the capacity and ability of the Dutch institutional framework to adapt to climate change

The climate is not the only aspect in this world that is changing. We notice a number of societal trends – a shift towards individual responsibility to receive rain water on private property and to encourage individuals to seek insurance rather than depend on a safety net to be provided by the government; increasing pressure on rural land use because of urbanisation processes, together with development to combine land use functions; decisions to develop large scale housing projects that do not take into account the potential impact of climate change; and, inter alia, the development of innovative solutions such as floating houses and brackish agriculture. Het Milieu- en Natuurplanbureau voert de Beleidsmonitor Water uit. In het kader van een evaluatie van het beleid voor chemische waterkwaliteit worden in dit rapport de bestuurskundige aspecten onderzocht. Omdat diffuse bronnen als grootste probleem voor de waterkwaliteit zijn overgebleven, wordt vooral aandacht besteed aan de manier waarop het Directoraat Generaal Water (DGW) omgaat met het grote aantal actoren dat voor verbetering van de waterkwaliteit moet worden beïnvloed. Er zijn twee casussen uitgewerkt: nutriënten en bouwmetalen. De resultaten uit de casussen zijn getoetst in een workshop. Uit het onderzoek zijn zeven patronen in het beleid naar boven gekomen: selectief contact vanuit DGW met doelgroepen; blijven werken via oude, gescheiden netwerken; splitsing van doelstellingen en uitvoering; gehechtheid aan het eigen instrument WVO; weinig regie; strategische en politieke selectiviteit; en beperkte aanwezigheid in Brusse
